The difference: cash vs. miles
Spark Cash earns flat cash - deposited directly to a Capital One account or applied as a statement credit. Each dollar of spend generates 2 cents of liquid, unrestricted value. There are no redemption decisions to make.
Spark Miles earns Capital One miles, which have three redemption paths:

Global Entry / TSA PreCheck credit
The Spark Miles card includes a credit for Global Entry ($100) or TSA PreCheck ($85) - a benefit not available on the Spark Cash. This credit alone can offset the $95 annual fee in years when the enrollment or renewal is due.
Which earns more
For cash-equivalent value: both deliver 2 cents per dollar at the base rate. Neither outperforms the other at portal parity.
For award travel value: Spark Miles has higher ceiling value if points are transferred to partners for business or first class international flights.
